Evaluating and Improving Multievent Disaster Resilience of Emergency Resource Scheduling

This paper studies multiperiod disaster resilience from the perspective of multiperiod dynamic emergency resource scheduling. Considering backup suppliers and storage protection as defense strategies, a defender-attacker-defender (DAD) model is built to assess the defense performance associated with the multiperiod disruption of primary suppliers. Assuming that the attacker will target primary suppliers and cause disruption of the emergency supply chain, we consider disaster resilience as how much the defense strategy manage to mitigate the supply disruption. With a numerical example, we demonstrate how to use a DAD model to analyze the emergency resource scheduling problem and characterize the resilience level. Our model evaluates the performance of the corresponding defense strategy, which provides guide for policy-makers on resilience improvement, such as backup selection, critical supplier identification and storage protection.
