As an important part of the energy industry, power generation companies have complex production processes and environments, and many hazardous risk factors. The importance of their safety management has gradually become a consensus. Compared with traditional safety management methods, risk pre-control emphasizes pre-prevention and pre-control planning. Its theoretical basis is to comprehensively and systematically identify and evaluate all hazards and harmful factors. In order to determine the major risk sources and harmful factors, clarify the management focus and direction, formulate more targeted and advanced management measures, prevent the development of hidden dangers and accidents due to improper risk control, and achieve intrinsic safety. Since the beginning of this century, relevant power companies in China have actively explored the identification of hazards and harmful factors, as well as risk assessment and control activities. In many years of practice, based on the actual production of power generation enterprises, the law of various accidents has been refined and summarized, and various advanced theories and safety management systems at home and abroad have been fully studied. Using the method of combining the analysis of the cause of the reverse accident and the safety guarantee of the forward system, the "4M barrier" theory that guides practice is formed. Based on this theory, five risk databases have been established for operation, maintenance, regional environment, equipment failure, and management. Combining the "two tickets" and various daily management standards, the effective implementation of the database is realized, and a comprehensive safety management and control model integrating operation, equipment, environment and management has been formed, which has comprehensively improved the safety management level of power generation enterprises. The name and division of "4M" are mainly derived from the theory of "Man, Machine, Medium, and Management 4M elements of safety management" proposed by Japanese scholar Shigeru Nishishima. Under the guidance of the 4M barrier theory, electrical companies have formed a set of risk pre-control models for identification, evaluation, and measure formulation, and established "operational activity risk", "maintenance operation activity risk", "regional environmental risk", and "equipment" Five standard basic risk databases of "failure risk" and "management risk". The standard basic risk database identifies hazards, hazards and ecological environmental factors, comprehensively analyzes and evaluates the consequences of hazards, the possibility of occurrence, the degree of danger, and the types of accidents, and proposes corresponding control measures and behavior standards.
