Abstract
This paper classified the major factors of traffic block incidents on Hangzhou City Highway, based on the recent 5 years of national highway block incident data. In addition, the major causes of highway block incidents and different distribution of highway block incident, some operation management strategies were proposed for highway network management agencies.
