Abstract
The cooperative vehicle infrastructure mode sometimes is called C-V2I, which is recognized as one of the paths to quickly realize automatic driving. Many new infrastructures required by C-V2I have been included in the national construction plan. The large amount of data generated by Vehicle-to-road communication which belonging to highway managers makes it possible to provide more new service. Meanwhile new management problems will emerge for them. This article focuses on the main stakeholder—road operators who have needs and thoughts in case of C-V2I. These needs and thoughts are summarized into an issue framework, during different stages such as construction and operation periods, different development levels of vehicle-road coordination, and for different management goals such as higher efficiency, higher service level and more safety.
