Rural passenger transport is an important way for rural residents in China to travel. There are certain problems in the operation and policies of rural passenger transport, such as unreasonable operational mode and lack of policy support. In the vast rural areas, different regions have different levels of development, and their rural passenger transport development levels are not uniform. The paper proposes a method for dividing rural passenger transport development stages, including the determination of classification indicators and the calculation method of each regional score, and takes the rural passenger transport in Ganzhou, Jiangxi Province, China as an example, conducts detailed investigation and research in the field, and summarizes the main problems existing in rural passenger transport through a large number of current data analysis, and proposes planning methods for each type of development level.
