At present, China adheres to a people-centered approach to governing and developing its transport industry. It is dedicated to building people-satisfied transport system that the people need. Therefore, we need to build an efficient and applicable evaluation system to assess the development level of people-satisfied transport. Firstly, this paper analyzes the connotation and influencing factors of people-satisfied transport. Then, considering principles of establishing people-satisfied transport evaluation index system, the paper designs a multi-level comprehensive evaluation index system. Further, take Jinan city for example, key elements of the index system are specifically illustrated and the comprehensive evaluation algorithm is given. Finally, the development level of people-satisfied transport in Jinan is evaluated and its weaknesses are diagnosed. The given case study shows the proposed comprehensive evaluation index system and evaluation method are feasible and reliable, which can provide an efficient support for the building and development of people-satisfied transport across China.
