Abstract
To enhance parking efficiency and user satisfaction, the parking duration limit and parking pricing strategies are explored in this paper. Based on the inherent characteristics of parking spaces and the stability of parking duration distribution, parking spaces are divided into several areas, each set up with a specific parking duration limit and parking prices. A bilevel programming model is proposed to solve the problem of how to minimize the average parking time (cruising time and walking time) and the personal cost (parking time and parking prices). A Chaos Genetic Algorithm is utilized to achieve the appropriate results. To evaluate the availability of the methodology, a case study is presented. The results show that compared with the plan of a single area, the average parking time of the three-area zoning plan decreased by 7 seconds and the parking revenue increased by $125.5 in a day.
