Effective safety supervision plays a crucial role in ensuring safe production in coal mines. The traditional method for coal mine safety supervision in China relies heavily on document review and on-site inspection, which has led to issues such as power-seeking, excessive resource consumption, and poor timeliness. Given the growing severity and complexity of production safety concerns, it is highly desirable to enhance safety supervision in coal mines. In recent years, domestic and international scholars have been engaged in an extensive exploration of the concept and method for Internet+ coal mine safety supervision. However, rarely has there been any research into the working mechanism of law enforcement under the Internet+ mode.

This paper aimed to explore the Internet+ coal mine safety supervision mode being emerged in China. Firstly, the necessity of the Internet+ mode was quantitatively analyzed based on evolutionary game theory. Secondly, a system flow diagram, as shown in Figure 1, and the variable equations were developed for the system dynamics model of Internet+ coal mine safety supervision. Then, the model was simulated dynamically by taking the W coal mine in Shanxi Province as an example. Finally, a "multi-blind" law enforcement mechanism was proposed for the Internet+ coal mine safety supervision mode based on the PDCA cycle, synergetic, "4W1H" concept, and the "double-blind" work mechanism currently being implemented.

Following the evolutionary game analysis, it was revealed that the expected safety revenue from the Internet+ coal mine safety supervision mode was 296.03% more than that from the traditional mode. And this ratio was expected to increase with the advancement of information technology. The simulation results showed that the Internet+ cloud platform acted as a medium for the main parties of coal mine safety supervision to interact with one another, such as government, coal mines, employees, and third parties. Precisely pushing law enforcement information was identified as crucial approach by which the Internet+ platform facilitated the bridging between different components. Aiming to realize the precise push, a dynamic closed-loop workflow for law enforcement was designed and explained thoroughly based on the "multi-blind" mechanism.

The initial attempt to reform safety supervision mode of the Shandong Bureau showed that innovative law enforcement methods could substantially enhance the prevention and elimination of major risks in coal mines. Moreover, the "multi-blind" work mode for Internet+ coal mine safety supervision proposed in this paper requires further refinement and optimization to account for the diverse characteristics of coal mines across different regions. In addition, standardizing the coding and functions of the Internet+ cloud platform is essential for achieving collaborative linkage in safety supervision nationwide.

The "multi-blind" law enforcement mechanism under the Internet+ mode features a transparent allocation of rights and responsibilities, hierarchical coordination, information sharing, and a dynamic closed-loop. Due to its higher timeliness and accuracy, this mode shows promise as the development direction of coal mine safety supervision in the future intelligence era. The study results could serve as a theoretical foundation for implementing the Internet+ coal mine safety supervision mode. And it would be of great significance to enhance safety supervision effectiveness and promote the healthy and sustainable development of the coal mining industry.
