Abstract
In recent years, the development and application of big data technology has played an important role in the field of urban community emergency governance, but there still exists a relatively obvious strain between big data and emergency governance, which hinders the efficient transformation of the governance advantages of big data technology to governance effectiveness. This paper focuses on the research perspective of big data embedded in emergency governance, on the basis of clarifying the advantages of big data-enabled emergency governance, constructing an overall analysis framework based on the Contingency model of Custer and Rosenzweig system, analyzing the realities of structural solidification, sloppy management, subject dispersion, weak identity and fragmented resources that exist in big data-driven emergency governance of urban communities, and it also proposes a way forward for big data-driven urban community emergency governance from five levels: improving the organizational collaboration network, strengthening the governance system, shaping the value concept of co-governance, enhancing the trust of governance subjects and strengthening the support of data governance.
