Abstract
In China's administrative structure, county-level administrative unit is a key node between top-level and grass-roots governments, linking rural and urban areas.This special position shapes the generation mechanism of the county-level prismatic emergency management model and its performance, which is also a specific form organization management and power distribution in current accelerated transformation of Chinese society. Based on Riggs' theory in administrative ecology, this study summarized the influencing factors of county-level prismatic emergency management performance(EMP) into normative constraint, favor politics, cooperative politics and charismatic politics, and explores these four major influencing factors combined with structural equation modeling. The results showed that the path coefficients between the above factors and emergency management performance were 0.409, 0.087, 0.246, and 0.253, respectively. Normative constraint under modernity had a strong influence on improving county-level emergency management performance. Traditional favor politics, cooperative politics and charismatic politics could also coexist with modern factors, playing a positive role in promoting the performance of county-level emergency management.
