Abstract
 For the peak and RMS fluctuation flicker caused by inter-harmonics, although the high-frequency inter-harmonics are unlikely to cause flicker (RMS fluctuation) in incandescent lamps, they are very likely to cause flicker (peak fluctuation) in compact fluorescent lamps (CFLs) and light-emitting diodes (LEDs). Although the VPD (peak detection algorithm) can accurately detect the peak fluctuations caused by inter-harmonics, it is very sensitive to the fundamental frequency offset. This study proposes an improved detection algorithm based on VPD, which uses the analytical mode decomposition (AMD) technique to extract and remove the frequency offset components, thereby enabling the reconstruction of the flicker signal without the need for zero-crossing detection in each window. In a 2-second time window, it can accurately detect the instantaneous visual sensitivity S, and in 10 minutes, it can accurately detect the short-term flicker value Pst.
