Abstract
To foster green and low-carbon development, China has implemented intellectual promotion policy in selected urban areas. Utilizing city-level panel data from 2006 to 2019, this study evaluates the policy's impact on energy transition and investigates the mediating role of technological innovation. The findings demonstrate that policy significantly accelerates urban energy transition. Mediation analysis further indicates that the policy facilitates this energy transformation by enhancing technological innovation. This study elucidates the institutional mechanisms that link innovation incentives to green transformation and provides empirical support for the integration of innovation and environmental policies.
