Time-critical targets, which generally have greater military value, are often difficult to strike, so fully integrated combat system is employed to destroy them. In this paper, the concept and connotation of the time-critical target, its kill-chain structure and task characteristics are analyzed. Then, three types of command and control mode, i.e., command as core, sensor as core, and weapon as core, are investigated, and an operational effectiveness evaluation system of the kill-chain is built. Further, formal modeling and simulations of the kill-chain are conducted. The simulation results show that the length of weapon-dominant kill-chain is the smallest, sensor-dominant kill-chain is the second, and command-dominant kill-chain is the longest. However, the quality and time of decision making have significant effects on the probability of mission success, therefore, every effort should made to shorten the decision time and improve the quality of decision making.
