The characteristics of Strategic emerging industries such as quasi-public, external and high-risk predestinate the inevitably market failure in the development process and government should make rational public policy choices on Strategic emerging industries. Aiming to the different situation of market failure, government should make different measures. Those measures are put forward: making development plans and programs to guide the development, to be eligible for funding, reduce risk, and guide enterprises to enter the field of strategic emerging industries, improving service system to build a bridge between strategic emerging industries and the research of science and technology, strengthening infrastructure construction, provide a good environment for the strategic development of new industries.
