Since several years, satellite communications are playing a remarkable role in telecommunications infrastructures, thus the increasing interest in transporting internet traffic over satellite links. Many technologies such as the deployment of multicast and real-time audio/video streaming application are likely to increase the percentage in
the context of TCP traffic in internet. The Transport Control Protocol assures the internet transport protocol that supports many common applications including e-mail service, ftp, http
or telnet. It also provides the reliable delivery of the data from sending to receiving devices. In the transmission/reception process, most of the critical problems are the Long Delay, and
the High bit error rate (BER). B.E.R (Bit Error Rate , refers to a value ) relative to the error rate measured at the receipt of a transmittal digital, relating to the level of mitigation and
/or disruption of a signal transmitted and Latency is a minimum transmission delay in computer communications . It means the time required for a packet of data from the
source to the destination through a network because To any package transmitted by network corresponds to a value of latency. In this observation, the implementation of congestion control mechanism should be realized by taking account the need to provide a better solution to prevent senders from flooding the network with data to the point that intermediate routers have no buffers left and have to discard data, which TCP will then have to retransmit. In this paper we analyze an optimized Vegas TCP Congestion Control Algorithm for satellite communication system. Our main contribution here consists to ameliorate the flow control mechanism by modifying the algorithm we implement the protocol DSTP to provide a special rate based scheme. By increasing windows size, we develop the TCP protocol for high speed wide area network
