Abstract— Vehicular Ad Hoc Network (VANet) enables Vehicle to Vehicle (V2V) communication where vehicles exchange data while moving at different speeds, since Ad Hoc network does not rely on any fixed infrastructure, vehicles are organized in a well-defined dynamic topology. V2V communication has been a promising technology that saves human lives by reducing accidents while providing various other applications. The spectrum allocated to V2V suffered from the capacity due to increase in number of vehicles, thus inefficiency of vehicular communication system. On the other hand, Device to Device (D2D) communication enables direct communication users in vicinity. It was introduced by the Third Generation Partnership project (3GPP) in its release 12 highlights; stating Long Term Evolution (LTE) D2D discovery and communication. The main concept is that devices should be in proximity. D2D is very important in terms of network control over communication sessions. Devices have to discover each other and directly communicate with minimum involvement of the network; it is specifically called offloading Evolved Node B (eNB). This is a good benefit for V2V communication in order to overcome delay and timing issues which became problematic. Vehicles can communicate to each other with fewer protocols and processes which are usually followed while establishing a link and communicating between two parties. This paper consists of surveying the requirements for V2V communication over 4G network and focuses on localization for the purpose of device discovery as well as clustering for network design.
