Due to the result of Dial’s algorithm traffic flow assignment is likely to against the facts. Through redefine the effective paths by tolerance coefficient and improved Dial’s algorithm in combination with flow conservation. The effectiveness and practicability of improved Dial’s algorithm are verified by MATLAB simulation.
