This paper proposes a new feasible method for improving the consistency of Judgment Matrix in AHP, in which the elements of the Judgment Matrix are modified, and it can satisfy the consistency. Then it uses the neural network model instead of the risk-judging matrix, which offers a good foundation for the implementation of the automatic evaluation tool.
