Electricity bill retrieving has been recognized as one of the main ways to obtain economic benefits for power supply enterprises and it is also an important support for the sustainable development of power enterprises. As the society is increasingly developed, low-voltage users have become an important consumer group which has brought unprecedented opportunities for enterprises. In this paper, we propose a model based on the Topsis algorithm to evaluate the bill retrieving risk for low-voltage electricity users through constructing a bill retrieving risk index system and calculating the weight of the index with the improved Delphi method. Experiments show that this model can effectively evaluate the bill retrieving risk of low-voltage electricity users and precisely find high-risk ones.
