The International Symposium on Programming and Systems is a biennial event that aims to bring together leading practitioners, academic scientists, researchers and research scholars in computer science to exchange and share their experiences and research results in various areas of the field. To catch up with the development pace of ICT and their use to improve the lives of people, the 13th edition of ISPS will focus on opportunities, challenges, case studies and future trends of e-governance in the era of digital smart cities and next generation computing ecosystem. Digital city is referring to a connected community that combines a communication infrastructure, virtual environments and innovative services to meet the needs of good governance and sustainable development. We solicit high-quality original papers covering the latest research and innovation in using cutting-edge ICT in e-governance. Papers from all viewpoints, including theory, practice, and experimentation, are welcome.
