Introduction
IEEE EUROCON-2021 is dedicated to the first public performed test launch of the Lebedev MESM on November 6, 1950. MESM as an Experimental Electronic Calculating Machine was research in nature, in order to experimentally test the principles of constructing universal digital computers.

Guidlines
Submitted papers must be unpublished and should not be submitted elsewhere at the same time. Papers must have from 4 to 6 full pages according IEEE Conference Manuscript Standard. All submitted papers will be peer reviewed by at least three independent reviewers.
The official Conference language is English. Conference Proceedings will be submitted for inclusion in IEEE Xplore Digital Library. “No-show” papers won’t be submitted for inclusion in IEEE Xplore Digital Library. Each author can submit and present no more than 3 papers.
