Introduction

Due to local covid pandemic policy change,we have to move the conference date from December 17-19 until the December 20-22.

Since the conferences are still 1.5 months away, we are watching closely the pandemic situation changes, we are still preparing for the physical attendance for those Chinese authors. This is why we require all authors to do so. If there is any hindrance to actual attendance, we will make corresponding adjustments in due course.

With the rapid growth in computing and communications technology, the past decade has witnessed a proliferation of powerful parallel and distributed systems and an ever increasing demand for practice of high performance computing and communications (HPCC). HPCC has moved into the mainstream of computing and has become a key technology in determining future research and development activities in many academic and industrial branches, especially when the solution of large and complex problems must cope with very tight timing schedules.

Among a series of highly successful International Conferences on High Performance Computing and Communications (HPCC), the HPCC-2021 conference is the 23rd edition of a forum for engineers and scientists in academia, industry, and government to address the resulting profound challenges and to present and discuss their new ideas, research results, applications and experience on all aspects of high performance computing and communications. IEEE HPCC-2021 is sponsored by IEEE, IEEE Computer Society, and IEEE Technical Committee on Scalable Computing (TCSC).

The 2021 High Performance Computing and Communications (HPCC-2021) will provide a high-profile, leading-edge forum for researchers, engineers, and practitioners to present state-of-art advances and innovations in theoretical foundations, systems, infrastructure, tools, testbeds, and applications for the HPCC, as well as to identify emerging research topics and define the future.

HPCC-2021 will be hosted in Haikou. Haikou is the capital city of Hainan Province which locates in southernmost part of China with the land area of 2284.49 square kilometers and the sea area of 861.44 square kilometers. Haikou is a tropical island city and comprises Hainan Island(part), Haidian island and Xinbu island. Haikou has a comfortable climate and first-class ecological environment, thus it is a world-renowned resort that attracts many people to visit each year.

Prospective authors are invited to submit their papers to HPCC-2021. All accepted papers are expected to be included in IEEE Xplore and will be indexed by Engineering Index (EI). The authors of selected best papers will be invited post conference to extend their contributions for special issues of prestigious journals to be planned in conjunction with the conference. Such as IEEE Transactions on Intelligent Transportation Systems (IF: 6.492), IEEE Transactions on Network Science and Engineering (IF: 3.894), IEEE/ACM Transactions on Computational Biology and Bioinformatics (IF: 3.710), IET Communications (IF: 1.542), International Journal of Distributed Sensor Networks(IF:1.640), Building and Environment(IF:6.456), Security and Communication Networks (IF:1.791), and MDPI Electronics (IF: 3.576).
