Introduction

The biannual conference on Cybernetics provides a premier international forum for researchers and practitioners to report the latest innovations, summarize the state-of-the-art, and exchange ideas and advances in all aspects of Cybernetics. It is sponsored by IEEE Systems, Man and Cybernetics Society and continues the tradition of IEEE SMC Conferences organized annually with three main components including Systems Engineering, Human-Machine Systems and Cybernetics. IEEE SMC Society decided to organize conferences on each of the three main streams biannually starting with the IEEE CYBCONF 2013 in the beautiful city of Lausanne hosted by the EPFL. The conference will include Workshops, Tutorials (Saturday, 15 June 2013), special sessions and plenary talks by invited eminent speakers. Accepted papers will appear in the conference proceedings, available also on IEEE Xplore, only if one of the authors is registered for the conference and presents the paper at the conference. The authors of selected best papers will be invited post conference to extend their contributions for special issues of prestigious journals such as IEEE Transactions on Cybernetics, Evolving Systems.

The overarching theme of the conference is: ‘From ‘Human in the Loop’ to Autonomous Systems: Novel Approaches to Cybernetics’. The topics of interest include all aspects of Cybernetics and its applications and are organized in the following topic areas:
