Introduction

Welcome to FOAN 2013 - 4th International Work Shop on Fiber Optics in Access Networks. After the successful workshops in Moscow (2010), Budapest (2011), St. Petersburg (2012), and Almaty (2013) in 2014 we are back in Russia St. Petersburg for 6th to 8th October 2014. Workshop is co-locating with ICUMT 2014 (www.icumt.org), which is an important event in the world of Russian scientists in the field of telecommunications and control. And this years ICUMT will be organized by St. Petersburg State University of Telecommunications, St. Petersburg State Polytechnical University, Tampere University of Technology and technically co-sponsored by IEEE Region 8, IEEE Communications Society Russia NorthWest Chapter, Popov Society and FRUCT. The primary goal of FOAN 2014 is to bring and present the latest research in the field of Fiber Optics Technologies for Access network. The idea behind the workshop is to create opportunity to learn new things by gathering scientists and experts from academies, industry and operators in this field that will during the workshop share their knowledge, experience, and ideas. FOAN is an annual international workshop providing an open forum for academies, industry and operators in the field of Fiber Optics Technologies for Access network. The event is positioned as a part of a major international annual congress for the presentation of original and fundamental research and engineering results. Following the success of the previous workshops that took place in Moscow (2010), Budapest (2011), St. Petersburg (2012) and Almaty (2013) FOAN 2014 is planned as a two-days workshop.
