Introduction

The Latin-American Conference on Communications (LATINCOM) was created in 2009 to be the flagship conference of the IEEE Communications Society in the Latin America Region and to fulfill the need of a regional conference with international stature, high quality and broad coverage of topics. IEEE LATINCOM, in spite of its still young history, has rapidly gained good international reputation well beyond Latin America. It has immediately become a key IEEE event in the LA Region. Many ComSoc Technical Committees are involved in the Technical Program Committee, to ensure the quality of the review process on all ComSoc areas. IEEE LATINCOM is held every year and attracts submissions and participants from all regions of the world. Its scope covers all subject areas of ComSoc technical committees. Its technical program features keynote speakers of outstanding international relevance and various tutorials presenting hot topics in communicatons.
