Introduction

The 19th International Congress of Maritime Arbitrators (ICMA XIX) will be hosted by the China Maritime Arbitration Commission (CMAC) in Shanghai between May 11th and 15th 2015. On behalf of the organizer, I hereby sincerely invite you to join this great event. The International Congress of Maritime Arbitrators is a very important platform for people who are interested in maritime arbitration to exchange views and ideas. This is going to be the first time that ICMA will be held in Mainland China, and we are very much honored to be the host. The preparations for the event are being carried out in an intense and yet orderly manner. We hope to be able to offer you a comfortable and pleasant environment in which you can discuss matters of common interest and network during the Congress. CMAC, with its 50 years of history, is an institution established especially to resolve maritime disputes. At present, CMAC takes cognizance of over 100 cases annually concerning different types of maritime disputes, and the combination of arbitration with mediation has become a distinctive feature of CMAC arbitration. CMAC expects to communicate with the delegates during the congress so as to draw from advanced international experience, with a view to improving our services and promoting the further development of China's maritime arbitration. Shanghai, the host city of this Congress, is an important international harbor city whose shipping industry has been developing rapidly. Shanghai is an open city with a variety of historical and cultural sites. Social activities and sightseeing will be arranged during the Congress to offer you a taste of the Chinese elements and Shanghai culture. We look forward to welcoming you in shanghai in 2015!

Submission Topics

The Topics & Agenda Committee has been constituted (a list of Members is attached). Proposals to deliver papers at ICMA are now solicited. Kindly note the attached Topics & Agenda Committee suggestions with respect to presentations. These are, however, only suggestions and, in keeping with ICMA’s time-honoured tradition, papers on any subject relevant to maritime arbitration are invited. When the final programme is organised in the light of the papers submitted, the presentations will be divided by the Committee into two categories: Plenary Sessions; and Parallel Sessions. A few words on each. Plenary Sessions: It is hoped to have two “merits” panels on the subjects indicated (or others of general interest), two “procedural” panels, and one user panel, although the final composition of this part of the programme will of course depend on the submissions received. Speakers will be invited to present, at plenary sessions, papers which, in the Committee’s view, will be of general interest to delegates and will stimulate discussion among the panel members and the delegates in the audience. Parallel Sessions: These will be organised to cover subjects that may be of interest to many delegates but which may be seen as rather more specialised than those selected for Plenary Sessions. Time permitting, each speaker will be allowed 15 minutes (approximately 1,500 words) to focus on the most interesting aspect of his/her paper likely to generate lively discussion between the speaker and the delegates in the audience. It is likely that speakers will have only one opportunity each to deliver a paper. But any delegate attending ICMA may submit one or more papers for distribution with the ICMA documents. Those wishing to present papers should submit a summary (of no more than 250 words) by November 15, 2014 via the secure portal (see below). Notification of acceptance will be sent by email with information as to format and layout. Papers must be prepared and submitted in electronic form using a word processing programme, as it is anticipated that delegates will be provided with a CD-ROM of all papers.
