Introduction

“Techno-Ocean conference and exhibition” series have been biennially held in Kobe since 1986. Techno-Ocean is the only comprehensive international convention related to the oceans and has enjoyed the continuous support and cooperation of industry, academia and government. Based on the Techno-Ocean series, OTO04 and OTO08 were successfully organized in Kobe Japan.
